FOUR years ago, Juli Frawley’s twin daughters went off to separate colleges. It was their first time apart, and they struggled. Shortly into the first semester, one started to suffer from anxiety attacks and began drinking and taking drugs to deal with them.

She first used marijuana, her mother said. But midway through the year, this daughter, who had been in church groups while growing up outside of Boston, began taking hallucinogenic drugs such as LSD several times a week.
